Strategies for VET to support Port City Economies towards a Just Transition

Project in brief

The primary objective of PortAbility is to align with the broader goals of the CoVE call by developing innovative strategies and methods that position Vocational Education and Training (VET) not just as a contributor, but as a key driver for the economic diversification and transformation of Port City Regions. This will support the shift toward a ‘Just Transition’ as part of the broader movement towards a climate-neutral, digital, and inclusive economy.

The CoVE network in PortAbility is anchored in four Port City Regions in the Mediterranean basin: Italy (Taranto), Spain (Andalusia, focusing on Seville and Málaga), Greece (Volos, Thessaly), and the multiple port islands of Cyprus. In addition, a German cluster of organizations will contribute by sharing insights and best practices from the Hamburg area, where the “port transition” is already nearly complete, providing valuable examples for the PortAbility CoVE network.

The project partnership is composed of a total of 24 partners and 3 Associates; the coordinator will be FONDAZIONE C.I.O.F.S. - F.P. ETS.

PortAbility aims to create a system that:

  1. Equips VET providers and company staff in transitioning Mediterranean port areas with modern, enhanced skills and knowledge to address emerging challenges.
  2. Enhances VET capacities to better respond to shifts in the economy and labor markets, positioning VET as a central component of the innovation ecosystem.
  3. Establishes continuous national-level dialogue among CoVE actors, focusing on policies and measures that support social innovation and inclusion within unique port transformation processes.

PortAbility will focus on the following areas:

  • Systematic and Comparative Analysis: Mapping regional and national factors affecting Port Just Transition and Diversification (Green, Digital, Social), alongside complementary sector blueprints (e.g., shipbuilding, marine technology).
  • Training Framework Development: Creating pathways, a micro-credential system, and a learning infrastructure to support the workforce.
  • Pilot Empowerment & Capacity Building: Designing upskilling and reskilling pathways for individuals in port regions.
  • Innovation and Governance Hub: Fostering collaboration and knowledge exchange on governance and innovation in the port sector.
