Submission of Assessments on the Draft Law for the Cyprus Enterprise Development Organisation

The Ministry of Finance has announced that from 3 October 2025 to 19 October 2025, it is launching a Public Consultation on the draft law entitled “The Cyprus Enterprise Development Organisation Law of 2025.”

The draft law provides for the establishment and operation of the Cyprus Enterprise Development Organisation (CEDO). The Organisation’s mission is to strengthen the State’s initiatives aimed at improving access to finance for small and medium-sized enterprises (SMEs), start-ups, and self-employed individuals, by intervening where financing gaps exist in the market.

The need to enhance Cypriot enterprises’ access to finance has been repeatedly highlighted by the European Commission, through the Country-Specific Recommendations (CSRs), while the project is included in the National Recovery and Resilience Plan.

The draft law is available on the e-consultation.gov.cy platform under the title “The Cyprus Enterprise Development Organisation Law of 2025”.
You are kindly requested to study the draft law and submit your comments and suggestions no later than 16 October 2025 to the email address: servicestradedigitalisation@ccci.org.cy, in order to allow sufficient time for the preparation and submission of the CCCI’s consolidated position within the framework of the public consultation.

When submitting your comments, please indicate the article and paragraph number to which the comment refers, provide the comment or proposal you wish to submit, and briefly explain the reasoning behind your comment or suggestion.
