The European Green Deal puts the energy transition at the heart of the European Union’s efforts to achieve climate neutrality by 2050, combat biodiversity loss and pollution. An important step towards these goals is to increase the use of renewable energy sources in a sustainable way. Energy production from offshore renewable sources, such as wind energy, is one of the key options expected to contribute significantly to these goals.
The European Union is seeking to lead in offshore renewable energy by developing strategies to increase its use. By 2030, the EU plans to install at least 60 GW of offshore wind and 1 GW of ocean energy, with a further increase to 300 GW and 40 GW respectively by 2050 (EU strategy for offshore renewable energy).
Wind power, especially from offshore sources, offers stable power generation due to the stable wind conditions at sea, reducing power fluctuations. Offshore installations also minimise visual disturbance and take advantage of favourable temperature conditions, especially in floating PV. This leads to greater energy independence and opportunities for investment and innovation.
The European project SHOREWINNER responds to the needs for sustainable and green growth by focusing on skills development, upskilling and reskilling of the workforce. It promotes a Community of Practice (CoP) between five Centres of Vocational Excellence in Southern Europe (Cyprus, Greece, Spain, Italy, Portugal, Cyprus, Greece and Spain). In Cyprus, the SHOREWINNER Community of Practice includes:

- CARDET – Centre for Research and Education
- Cyprus Chamber of Commerce and Industry (CCCI)
- INTERCOLLEGE – School of Vocational Education and Training
Through the SHOREWINNER Community of Practice, organisations involved in renewable energy can benefit from free professional training, business networking, and economic development in their fields of activity.
