Public Consultation for Housing Construction
The European Commission has launched a public consultation to develop a new strategy for housing construction, within the framework of the European plan for affordable housing.
This strategy aims to:
- Strengthening the competitiveness and productivity of the construction ecosystem.
- Meet the growing demand for housing through new, renovated, and repurposed homes.
The strategy includes measures to:
- Promote innovative construction techniques through standards for construction products.
- Improve access to raw materials and secondary materials via the circular economy.
- Enhance financing for innovative products and technologies.
- Simplify and digitalize building permits.
- Harmonize professional qualifications and licenses for cross-border service provision.
The Commission invites businesses to submit:
- Comments on the proposed measures and the challenges of implementation.
- Information on obstacles to innovation, productivity, licensing, and access to materials.
- Suggestions for improvements at European, national, or local level.
- Analyses and data from their experience or from research.
Participation in the consultation is considered particularly important for the following sectors:
- Construction and Housing sector
- Production of building materials and products
- Green technologies and energy services
- Circular economy and waste management
- Architects and engineers
- Spatial and urban planning
- Social partners and NGOs (especially for vulnerable groups)
- Social and affordable housing providers
- Financial institutions and investors
- Research centers, universities, and experts
The public consultation will be open until 18 September 2025.
